Does anyone have information on if NICU should be allowed to deflect attention from prevention?

The question relates to the cost of NICU care and whether more money should be spent on prevention instead. The question was alluded to in an article in the encyclopedia of childbearing.

Does anyone have information on if NICU should be allowed to deflect attention from prevention?
Once the baby is in the NICU problems are already there, that's why they are in the NICU. My son was born almost 3 months early and spent 10 weeks at Children's Hospital in Seattle (One of the top ones in the nation for research). He spent his first 5 weeks in NICU and 5 weeks in a regular room. His total hospital bill was $249,000. Well worth it to have a healthy 3 year-old now.
