Has our society connected prevention with delinquency?

Our society takes preventive measures in order to stop problems before they begin (i.e. medicine, birth control, etc.). Has our society connected prevention with delinquency?

Has our society connected prevention with delinquency?
Sure i work on Youth Advocacy, a programme in Europe trying to stop crime at the roots-in childhood. We take high risk cases and advocate for that person, guiding them to become better people. Good side =better people

Bad side=I can see a brain washing for the good element in this.

Maybe society needs its problems, like individuals do-to thrive, flourish and become better through challenge and self improvement.
Reply:It's easier to respond to aberrant behavior after it happes.

We can also measure it.

For example, we can say in 2005, there were 1 million teen pregnancies. But we can't measure how many teens didn't get pregnant. We can only track negative behavior.
