Crisis prevention in Consititution?

We're creating our own state in my government class, and we're supposed to create some things that will prevent some crisises.(For example, we wrote if unemployment rate increases above 15% then new deals will be made by senate, then so forth to prevent further increasement in rate). I was wondering what our nation does to prevent some crisises(natural disasters, depression, etc)?

The constitution is not where you want to insert such detailed items.





Look at the United States Constitution. There are provisions there allowing the government to have an army. There are none there mandating what to look for in going to war. (Were we attacked? Was the attack direct or indirect? Do we even have to wait to be attacked?)





The procedure for declaring war is set out, but not the details the people who declare it have to use to decide when. Those choices are left to the the people at that time.





Similarly, what is the formula for responding to hurricane damage? Financial disasters? Etc.? That the government b e allowed to respond is important. The details ought to be left to the people who are running things at the time.
